Upon these four connected subjects taken together, viz
prize prize money, bounty money, salvage money and seizure
money had any such faculty as that deserves the name of
thought been exercised, one this simple observation would
in the character of a leading one have been made. When
come the intended matter of intended reward and source of
encouragement has put itself in got into the shape of money,
and in that shape, for the purpose of being distributed undergoing distribution
found its way into an Agent's hands, from that time
forward, from which source of these four sources it may
originally have flowed becomes immaterial, and whatsoever
unless it be the eventual restitution to claimants
in case of appeal whatsoever regulations apply to
it in the case of its having originated issued flowed originally from any one
of these sources, capture for instance, apply to it with the
same propriety in the case of its having originated from
any other of the same four sources.
