An observation thus obvious, nothing but a portion of
thought, directed expressly to that purpose would, one should have
thought, have enabled a man making and acting upon to avoid. If to the production
of such this effect such cause was necessary, such
cause, it will be seen, must really have been in a state of operation
and existence.

"All regulations herein contained respecting prizes"
says the sweeping clause (§. 8) shall apply to all cases
of bounty money granted by this Act. Here in the
instance case of bounty money, after the word bounty comes
the word money: if in the case of prize money, after
the word prize omitting the plural S the word money
had been inserted, here would have been symmetry correspondence
in expression: and throughout the whole body texture of the Act
the sweeping clause would have found its application
without need of forced construction interpretation have found its application,
producing neither obscurity nor doubt.

Of the mass of "regulations" in question "respecting prizes"
there is one part may be seen which when compared with the subject
of bounty money will be found really applicable to it: applicable
to it with the utmost clearness, and sum for sum with equal good effect.
Of the same mass there is another part may be seen
which when compared with the subject of bounty money
will be found not applicable to it: and of this number to this part
belong for example all those which taking up the
matter of reward in its original shape, proceed upon the
necessary supposition that in order to its being applied
to the purpose of reward it must be made to change its shape from
the shape of money's
worth be converted into
money itself.
