Sect. 31. In the next Section (§. 31.) taking up the
subject of seizure-money in his a sweeping clause on that subject, he copies pursues, in respect of the
omission of the so much required money, the plan of
confusion chalked out as above in the consolidation Act.† † §. 8

"All the provisions" (says he) .... mentioned in the said
recited Act .... and this Act respecting Prizes taken
from the enemy, shall be extended says he to the distribution
of the amount of all seizures for Offences committed against
the Revenue Laws, when made by any Ship
or Vessel of war in the Majesty's service of his Majesty
.... as if the same were re-enacted in this Act.

In respect of this extended application the extension in question
the case of seizure differs it is evident in a considerable
degree from that of bounty: it comes in with reference
to the case of prize, it comes nearer than the case of bounty
does: and nearer in some respects nearer than the
case of salvage does.

With the case of salvage as well as that of
prize it agrees with in this viz. that the matter of
reward being as yet but in the state of money's worth
and not in that of money to be made susceptible of distribution
to be applied to the purpose of reward it requires
to be converted into money – in other words to be sold.
