Taking it as it stands the provision it may be seen is at any rate
the result of confused conception and a source of unavoidable
perplexity.
For the removal of this perplexity two courses
present themselves –
1. One consists in confining the extension to the subject
of the money: in this way it would the clause might run thus –
All provisions .... respecting prize-money shall be
extended to seizure money, money provided by seizures
for offences against the Revenue Laws. –
2. Or thus –
All provisions .... respecting the distribution of
prize-money shall be extended to the distribution of
seizure money or more diffusely in the words of that
amending Act to the distribution of the amount of
all seizures for offences committed against the Revenue
Laws, when made by any Ship &c as above.
3. Another consists in th carrying applying the extension without exception to all
the provisions respecting prizes taken from the enemy.
In this way it would might run thus.
"All provisions ... respecting prizes taken from
"the enemy shall be extended to .... seizures for offences
committed against the Revenue Laws" – and so forth as above.
