In the article of words the most unbounded profusion extravagant redundance
is not only a natural and frequent accompaniment,
of the most deplorable scantiness in respect of extent
of thought and material correspondent provision, but is moreover
a frequent cause of it.

In the case of the six words by which the provisions
in the Act were in the instance of seizures confined
to in all appearance unintentionally without intention or thought to the operation of distribution
we saw one instance where scantiness in matter had
profusion redundance in words not only for its accompaniment but
for its cause.

One instance remains in which without having
this profusion for its cause, it may in the character
of an accompaniment be seen contributing to exhibit the true character of characterizing this short
section of

Another instance still remains. Unless care
be taken to prevent the effect, specification is limitation.
In another way does this same short section fail f
being commensurate adequate to its obviously intended purpose,
or to speak more correctly to the purpose which the had
it been foremost to his mind the legislator would have
pursued.

"All seizures" .... (lawfully) "made by any ....
Vessel of war in the" (King's) service. By these words if
cleared of the restrictive and noxious matter forced stuck into
them is that intentionmeaning designated which had it found
entrance into the conception of our legislator could not
have failed received acceptance from his will.
