The conception entertained by him at the moment
what was it? Manifestly this: viz. that, by vessels
of war in the King's service, seizures made for offences,
were never made for offences, other than those which,
could with propriety, could be brought under the denomination
of offences against the Revenue.

But among the laws authorizing such seizures
would be found besides those laws which concern the
revenue others of which it can not be said that they
no such relation to the revenue can with propriety be predicated, witness the laws which have for their object
the maintenance and encrease support of the maritime part of the system of matter of national defence:
witness for example the Navigation Act. Witness
again those laws which with whatsoever success,
through the medium of trade, take for their object
the advancement maintenance and encrease of the national stock of the matter of
wealth: witness for example the laws prohibition
of the exportation of machinery.† † ☞ Look for a more apposite examples, In both these cases
revenue is not only not the object worshipped, but it
is the one object sacrificed: sacrificed respectively to those two
other objects.

Here then – not to look out for others – here then
are three besides offences against the Revenue are two
other classes of offences – neither of them very scarcely
ones which by the application influx of a quantity of this peccant matter
have been washed out of the provision which the legislator,
had he had his thoughts about him not the plan of thoughts been supplied in his mind by words vocables would have
made. Such is the effect of these so much worse than useless words viz. "for
offences committed against the Revenue laws".
