Decr 1810
Prize Acts 1805 & 1809
As if the Section were not sufficiently loaded, nor
the matter texture of it sufficiently perplexed, herein is the mention
of Bounty money is he needlessly introduced in it: and
in the place as just mentioned in which it counteracts the object or
at least the professed object of the provision: comes before
in a place in which it is foisted in in such manner as the in such manner as to add to
the mass of surplusage employed in the description
of the Prize-Agent – viz. – of the person who in other places
is described by that single worded appellation,
– "the Agent or Agents appointed" (says the Act) to
"sell and distribute such prize, or any bounty
"money payable in respect thereof", to distribute –
what? – not the proceeds of the price, but the prize
itself.
By a subsequent clause in the in this Act of 1805 1809
whatever is said of Prize money is declared to be applied
to Bounty money. Here then even if any particular
arrangement had been made in relation to
bounty money which is not the case, even then the mention of it would have
been superfluous.
