Payment In the case Of this as of any other money
payment thereof can not have be made till the money
is in the hands or to that purpose otherwise compleatly effectually
in the power of him by whom it is to be made.
But no sooner is the amount of the sum which
by a given time will be thus at his command ascertained,
then of the classes that are to share in it
and the number of individuals belonging to each class
are ascertained, notice of and then a short arithmetical
operation performed within information of the amount of one individual
share in each class may be communicated by whatever
channel of communication applicable to that
purpose is at hand. In this or that instance the exact amount
of an individual share can not be ascertained
till the money destined to the payment of the whole
is actually and compleatly at command the amount of the individual
will not have been ascertainable. But in
this or that other instance it will have been actually
and antecedently by a length of time more or
less considerable antecedently ascertained: and where
that length of time is considerable, why the knowledge
of what is due to a man should be purposely kept from him –
only because another point of knowledge is unavoidably
kept from him is a question the answer to which
is but at any rate not upon the surface
of the case.
