Meantime a conceivable case, though within the
verge of the British empire of British dominion it is to be hoped let us hope not
a frequently exemplified one is within the field of
action as above described no such thing as a regularly
recurrent newspaper should be found: in this
case writing is to be substituted to printing, and
instead of to the ambulating circulation of the printed document fixation
at some place of most public resort such as a
Church to be nominated pitched upon by the Governor of the
place is substituted employed.
Of all this writing printing or all this writing the
ultimate object is the getting a copy of the document
fairly lodged in the possession of two great Officers in
London or near the metropolis viz. the Treasurer of
Greenwich Hospital and the Treasurer or Paymaster
of the Navy.
In the meantime a sure intermediate hand must be found by and through
whose which from the hand of the Agent the document
shall to such its ultimate destination be conveyed.
The Comptroller Collector or of his Majesty's Captures
where the place affords one – (deputies being meantime in default)
and in default of both principals and deputies,
"the principal Officer or Officers" of the place "as
are the persons made choice of for this purpose.
