21 Decr 1810
Prize §. 5

Interval of 1 month during which he is found to keep the
money to play with.

1805 §. 8. ... all regulatn, herein contained respecting Prizes shall apply to all
cases of bounty money granted by this Act, and of salvage upon recaptures from
his Majesty's Enemies.

4. At the conclusion of the 3 months, the Agent for
a reason that does not appear, is required to suspend all
further payment to the Captors. The One consequence will be
seen immediately.

Sect. 80. In this Section are included two
regulations provisions very perfectly distinct in themselves: one 1. regulation concerning
concerning the disposal of the residuum after payments made to captors as above: 2. regulations concerning
requiring an Account to be delivered o the money
received and payments made of it, down to the just-mentioned
payment just mentioned of the residuum.

Now comes the mysterious circumstance. By §. 75
an Agent is forbidden to continue the operation of paying payment
prize money to captors longer than three months after the day on which it has
commenced. By this 80th Section he is required
to pay the residuum to Greenwich Hospital, but the
day on which he is required so to do does not
commence take place till four months after the first day on
which as above payment has will have been made. Here
then is an interval of a month during which
he is authorized to avail himself of it to his own profit to do any thing with it but apply
it in any way to the purposes for benefit of the
persons for whom he is in trust. Of this thirty days
of pillage what be the use? – what can can have been the use or object?
In the month that elapses thus made to elapse between the three months
and the four months day on which his obligation
to transmitt the residue to the Hospital commences
if a captive person who in quality the character of "Captor" has
been and still is entitled to a share presents himself and calls for his
share for what reason can it be that this trustee of his
is not only not required but is not so much as permitted
to comply with the
demand?
