In the arrangement of this business provision made on this occasion one chasm
there appears to be which requires to be de filled
up. By the Price Agent in whom the demand is requisition in
made presented question is presented payment is to be made, made to somebody,
but to what somebody? To the bearer of the requisition?
If so To such a person no possible objection presents itself
as applicable, he being the person chosen by the official officer
person. Navy Price – the Treasurer's Officer for Prizes or the Clerk of the
Cheque of the Greenwich Hospital, for the purpose.
Unfortunately, not only in the text of the Section itself
is the designation of individual person to whom the payment
shall be made left undesignated, but moreover in
the form which being prescribed for the instrument of requisition
referred to in the text of the Section and inserted in the an
Appendix – viz the form called in the Schedule (A) annext to the body of the
Act. "I request" (says the form) "that the Prize money noted in the
"document which will be produced herewith be paid" –
and there it stops: had it gone on to say and said to the Bearer
the chasm would have been filled up, and the doubt
obviated.

"Prize Agents" after "Prize Agent" Prize Agent or Prize Agents .... Royal before Hospital ....
"or their" after "his", or "or hands" after "hand" .... "or
their"
after "his" .... or Agents after Agent .... "or
"Agents" of again after "Agent" .... here in these may
be seen so many superfluous words by which
when put together a quantity of shares is filled
a small part of which would have sufficed to
fill up the chasm and supply that deficiency in
the article of useful and necessary words which is
so frequent and natural accompaniment of an abundant
supply of useless ones.
