Of this confusion some part at least might have been
avoided if in the case of a set of articles so differently
circumstanced as the one superior High Court on the one hand part
and widely scattered the swarm of inferior Courts on the other the industry ambition energy
of the learned draughtsman could, in the first instance, and thence in the second, have contented his itself
with the doing one thing at a time.

But the penman of the anterior Act having proceeded
upon this scheme plan of condemnation and complication, and
the penman of the posterior Act made it matter of duty
to copy take for his model the imperfections of the Act the inefficacy of which
he is by himself declared in his preamble, the consequence
is whimsical enough.

In the Act of 1805 "transmitt" or "deliver" were the
two words employed in the description of the operation required what was to be
performed, transmission being all which at that time seemed
to be with reference to a hand stationed in Greenwich Hospital possible to be done by the Registrar of an a Vice Admiralty
Court in America for example with reference to a hand
stationed which with reference to the same hand, by the Registrar of the Superior
Admiralty Court, viz. George Lord Arden
the performance of like operations how little soever to be expected, was
not physically speaking impossible.

But to make a copy is one thing – to make a correct
copy is another. In By the amending Act, the Act of 1809
§. 3, going to work as the other Act had done with upon Superior
Courts and Inferior Courts together, the word "transmitt" being left out, it is positively required
that to the Treasurer of official hand stationed at Greenwich
by the hands of the several Registrars wheresoever all the world
stationed, in America and the West Indies for example. over as well as by those stationed at Doctors Commons
delivery shall be made: – "deliver" is the word, and now the
only word.
