When the legislator himself is so little in earnest in
his endeavours to give dispatch to this decree of
justice to the execution of this duty, with what face
can could can he have expected that the Agent should be
more so: if upon a lazy horse the a rider falls asleep
what chance can there be for a round trot? so much as an ordinary trot?
The week has six days in it, and he does not two
of them is the utmost number that he requires to be
employed in it.
The possibility of making such applications within
any definite time being exposed liable to all manner of
incidents suppose no application having (suppose) been made till the
last week of the three months suppose them the whole
body of applications crowding in in that last week. In
the two days which under the yoke of the Act he allots
to the business during that last week not a third
part of the money in his hands has perhaps been
distributed: and has by §. 80 at the end of that week having
matter a month given him for keeping the whole residuum
in his hands, it will be business during
those two necessary days it will naturally be his endeavour,
means in abundance being in his hands, to
keep confine in the operation to as slow a pace as possible.
