23 Decr 1810
Prizes Acts 1808 1809

N.B. Appellant should not only find for presenting an Appeal
but for buying interest for the true cost.

The length of time during which "all parties interested are to have
liberty to make their objections what is it to be? As
to the point I see find no fixation or limitation in the Act, no limitation,
nor would it have been an easy task matter to prescribe
one nor would the prescribing have been a very
easy task. Taking a prize in the British Channel, the Commander
sends her into the Thames for condemnation: condemnation
, all these operations are more or less speedy, more
or less drawn out into length: meantime his Vessel, with
himself and all the other captors are ordered out into
the Mediterranean or to the East Indies not to speak
of the Command – not the common one what do the can the any Warrant Officers
what can any Petty Officers know of the about the
matter sufficiently to warrant him in point of prudence
in appointing a fresh Agent of his own to watch over the
Account given in by the Prize Agent, and eventually
to make objections to his charges, i.e. to carry on
a lawsuit in this Court of technical, this Court of artificially dilatory, vexations and expensive Procedure?

On the contrary when any a mass of money every portion worth distributing
whether it be the whole of the proceeds or but a part of
them is got by the Agent into his hands, let it without
loss of time be distributed, deductions made of such charges
as upon Oath he declares himself to belief to be real
and just, and so toties quoties, the unavoidable
delays which may attend the compleat audit of the
Account will would be the less to be regretted.

But at present, as the Act stands at present, though
the Agent were ever so desirous of acting honestly, the law
will not permitt it suffer him so to do. interposes its authority and forbids his doing so.
