22 Dec. 1810
Prizes Acts 1805 1809

So far so good: but now comes the mischief.
The Account is to be delivered on – when? not till
after the sale of ("any") of the price is completed:
and it is to be delivered on "before the time of the first
"payment of the Prize money to be distributed": in other
words not a penny is to be distributed untill the
mass of litigation let in foreseen and encouraged as above
has been gone through run out its utmost length.

Suppose, for argument sake, a regular conspiracy
between the fraternity of Prize Agents on the one part, and
the fraternity of Prize Court Lawyers on the other part
of whom the Judge and the King's Advocate are
two, both each of them Members of the legislative body each
of them enriched by a mass of encreasing
with the number of those suits thus , and with the
delay, vexation and expence attendant in each suit
to the defenders of the country to the for
benefit to the utmost of their endurance: consistently with the necessary appearances a regulation
more conducive to such purpose than the one
here established could not scarcely have been devised.

To take the benefit make the most of the facility opportunity thus put
into his hands

1. The first care of the Agent is – to
the operation of sale to the utmost possible length: for
it is not till the sale is compleated, that he is under brings
himself under the obligation of letting in the lawyers for their share.

2. The Account being fairly lodged in the Admiralty
Court in the hands of some Deputy of the fee-fed sinecurist
is any so it be that not of his own motion
any one of the parties entitled comes forward with the objections
well and good. But if not, what should hinder the Agent
himself from engaging some such person to take upon him that friendly office?
