Prize Acts 1805 1809
On this occasion may be seen one of the innumerable
examples of the efficacy potency of redundancy in the generation
of efficiency.
Immediately After the words "detached Accounts" §. 67, line 9
come the words "of the sales of such prize", and again,
immediately after, the words "duly verified upon Oath,
be that as on other occasions, an Account consists
of two parts one containing receipts, the other disbursements.
To the so much as concerns the receipts, the
sanction of an Oath is thus made in and by this passage to apply: but the any
passage in which it is made to apply to disbusements
or other charges is not neither here nor elsewhere to be
found.
Meantime if in one either part of the Account the sanction if in
question should be more necessary than in the other
it should naturally be that which concerns states the disbursements. For as to receipts whatsoever is stated by
a man as received one may be without any sanction
whatever be sufficient assured of his having received
since by stating everything as received by him which has not
been received he could not but lose: whereas by stating
anything as disbursed by him anything which has
not been disbursed by him he can not but gain.
So far as concerns receipts the purpose the only
purpose for which the sanction of an oath or any
other factitious sanction can be of any use is –
to secure his not having received any other money
or moneys worth than which he has been acknowledging
himself to be have received.
Could it be imagined that there should exist that weak or child of
14 years old, to which an observation to any such effect could in
the way of information
be on any occasion
needful or of use?
