§. 94, 95.

1. To the Treasurers Deputy in question (though the application
as will be seen is supposed to be in person) a
Petition in writing for the purpose is to be presented.

2. The persons to whom this Petition is to be addressed
are the Directors (viz. of Greenwich Hospital).

3. With this Petition are to be presented such written
documents as the claimant relies on in the character
of evidences documentary evidences of his title to
the money sum thus claimed by him. "Certificates of service"
is the name given to these documents: such "certificates
of service in his Majesty's Navy as the such Claimant
.... may have in his .... possession: but of the nature
of these Certificates of service no other description is given
than what is contained and given in this name.

Be they what they may thus much is evident
viz. that there can not be any need of them. In The Prize
list for the transmission of which provision is made in
this Act is contained as above evidence perfectly
of their service whatsoever they may be – evidence altogether quite
sufficient for the purpose. After this to require of a
poor Seaman nobody knows what documents under the
name of Certificates of Service! Suppose be his it has
never happened to him to have received any paper then, that
can come under that name – suppose that of what he
has received he has lost a part of or the whole: and
then the supposing from any such documents forthcoming, are they suitable
to the purpose? are there an enough of them? are non
wanting? When a source of distress and peril to the poor
sailor! which a pretence for doubts and a cold looks
and swaggering strides on the part of this official arbiter
of his fate!
