§. 95

The case signat certificate of a Minister and a Churchwarden, such
is the is in sort of evidence document here in the way of
supposition considered as being rendered receivable
and sufficient in the character of conclusive evidence
of the identity in question: But and such is the document
which in that character has naturally been rendered
receivable: rendered so by this consolidating
Act Act 1805, §. 92., rendered so again by the amending Act.
Delay vexation and expence such is the fruit of the
portentous enormous load of additional complication with in which the business
has been oppressed overwhelmed: additional inconvenience
in those several shapes abundant, additional security (it
will be seen) absolutely none.

In the form of printed and statutably appointed
form of certificate to be signed by these supposed
of the applicant (for by choosing his parish of
residence he chooses the Minister and the Churchwardens
one of which Churchwardens is to sign for him) they are
made to speak of other "certificates certificates of an official nature as having
been by such applicant shown to them by him. Now
if to the ultimate success of a plan of forgery, forgery
of these any such official certificates were necessary, this requisition
there made of official certificates might have its use. But
with any such official certificates he who the forger of any
such unofficial certificates has not the smallest and should have or conceive
himself to have any need to embarrass himself. Two
signatures and no more has he any need to forge, and those
are the signatures of the two above described persons, one of
them alone in any
permanent officer, and
to any such purpose as that in question, his signature is given
essentially
unknown as if he
were not in any such
office.
