4 Jany 1811
§. 95
8. Supposing both these suppositions realized, the
first of which baffles all attempt to discover what
was meant by it, then it is that "such share or
balance, having by all the from the multitude of operations thus performed
upon it received an addition, and in such sort as, in the plural
number, to have been accompanied with "shares
"or balances" destined probably for the satisfaction of the posse of Claimants
"which in the line the 7th contrived to slip
themselves under the Cl cloak of the single person
mentioned in the outset by the description of "the
"person claiming" or shall be forthwith paid" (it is said)
viz. by somebody or other (by whom not mentioned) "to such claimant together with his said posse
of "claimants", of whom on pain of entanglement confusion perplexity
absolutely incurable undispellable undissipable all further ulterior mention must
here be dismissed.
9. As this comes the case of the claimant
seems presents itself as altogether desperate: but to presently after lights altogether new
and unexpected now break in upon us.
Though it is not said and at by whom
such the payment in question is to be made not as
yet is any intimation given to whom it is to be
made, yet a condition on which and not otherwise he same is to
be made is begins to be half revealed to us – viz. what is
to be done is to be done "on application made" (doubtless
by somebody) "at the proper Office" wherever he is
he knows it seems, "what is that proper Office, a point an article
of information which the legislator himself, possessed of or not
possessed of it, has not thought proper to disclose to us.
