confidence. The third and least simple most difficult
case is where the place in question affording no such
known and assuredly trustworthy person, the case circumstances lay him force him
under the obligation of to trust for the purpose in question to the supposed
handwriting of a person unknown to him altogether not within his knowledge.
Such is the case which thus at the end of this Section
containing no more than 30 lines the legislator has confounded
compleatly confounded
contrived to confound in mind and in expression, with
that most simple case with from which at the outset
he had taken care employed words to distinguish it separate it.

Even at the in the very first line (line 6), in which he continued
occupied with in giving the description of this case it looks as
if the confusion had begun already to take place: "By
letter or otherwise"" its it is in from the word "otherwise" that
the suspicion issues: by letter where the station of the applicant
is at a distance from the Hospital centre of business, otherwise
than by letter when it is in the neighbourhood of
that same place.

But of that accident wandering of the thoughts
in consequence of which two such widely different opposite cases
were thus have thus been confounded in the conception of the legislator
is confused in the expression the only evil consequence!
Not it indeed. From the confusion in the expression relates
the most crying practical inconvenience in the set of operations
which is the result. For the most simple of all the
cases he either no provision at all is made,
or a provision which introduces into this most
simple case a degree of complication for which in the
other case the natural complicatedness of the case itself
furnished the sole reason or pretence.
