§. 97

1. Ends in view declared in the preamble. 1. Facilitation of
payment: 2. Prevention of frauds and abuses: – and as
far as concerns this last mentioned of the two objects, it is
to the hand of indirect legislation that the species of remedy
will be found referable:† † Dum viz. without applying
in a direct manner to the evils, as in the case of prohibition
and punishment, endeavouring to diminish the facility
to weaken the power of abuse.

2. Classes of Persons spoken of Person, sanctioned as being endeavoured to be
served by is are "Officers, Seamen, Mariners and
"Soldiers entitled thereto" viz to "Prize and Bounty money"
who may be serving in his Majestys Navy, or who
may be resident in any part of the United Kingdom
distant from the said Royal Hospital.

3. "For any every sum of money which they shall" have occasion
"to pay to any person of the description last mentioned,
(viz. (as per §. 96) a Claimant not .... not able
"conveniently to attend at the .... Hospital to demand
".... his share ....) the Treasurer .... is required, as
often as there shall be occasion .... to cause to be
"made out two Bills .... which .... shall be duplicates.

4. These Bills are to be "joined together with oblique
lines, flourishes, or devices" ....

5. They are to The person they are to be "payable to"
is "such person" viz. meaning such Claimant as
just mentioned.
