5 Jany 1811

Remains for consideration the Form above spoken of.
That it may not remain as at present without a name by which to be spoken of to be called by,
Form of a Remittance Bill let it be called: as for
the legislator author, no name it will be seen has he given to it, he himself knew
not very well (it should seem) what to make of it himself: at
no names at any rate has he given to it.

A circumstance that seems to have escaped his observation
is – that when two instruments are duplicates
of each other the terms of the words are is in both of them exactly
the same: and that insomuch that whatsoever is said by
either is said and with equal propriety by the other.

It begins thus
"Sir " Royal Hospital Greenwich.
"Pay to [ ] of [ ] in the Country of [ ] after
(immediately after which it is seems probably intended, though
not mentioned that the sum should be inserted) "upon
"producing the duplicate hereof, together with a certificate"
and so forth.

While penning the words "upon producing the duplicate
hereof" what is obvious is that the instrument
which the penman had in his mind was the instrument
delivered or transmitted to the applicant Officer of Government.
Do you pay Pay you the sum here mentioned to the person
who shall will apply to you with a corresponding Bill or say
Order in his hand pay it to him upon his producing the correspondent instrument whatever that may be: considered as sent as well as addressed to this official person
the language of the instrument was in this part of it
at least, apt and proper language. But, addressed to considered as a standing part of an instrument having tending to the same object end but put into the hands of the applicant
himself this same language is not proper. Of this
instrument, the duplicate is in the hands of the Officer of
Government: the production of it can not on the part of
the individual, the applicant, be made a condition,
a condition precedent to his being entitled to receive the money
from the officer of
government who is
thence drawn upon for it.
