§. 101
Act 1805. Section 101.
This Section has for its object the exempting from
the expence of postage the correspondence occasioned by
the execution of the business the management of which
forms the subject of this Act: – "business .... relates
"to prize matter" is the denomination by which it is spoken
of: "affairs" being in the character of surplusage
added to keep company with business: business being
rendered more busy by the word "affairs" employed added
in the character of surplusage to thicken it.
For the purpose of this exemption the business is,
or at least re seems designed to be, distinguished
into parcels, viz.
1. Letters or packets addressed to the Greenwich Treasurer –
viz. by any body.
2. Letters or Packets sent by the Treasurer, or
the Secretary, viz. to any body.
3. Letters or Packets "sent by the Officer for
"Prize Matters in the Navy Pay Office upon any
"business (nothing said of affairs) relating to such
"Price matters in measure and force" (it is said) hereinafter
"directed.
4. Thereupon comes a direction concerning the a
which in the case of Letters or Packets
sent by any of the official persons the Officers just spoken of, as
to the "printed upon the cover": viz. "Pursuant to Act
"of Parliament, forth fifth George the third": care
being employed taken as usual to avoid the employing use of figures, for fear
of being too concise and clear, and to avoid adding the
designation of the particular Statute as well as the particular Section
for fear of being too instructive:⊞ ⊞ or else for the encouragement
of legal learning,
