5. The For communicating this the exemption in question to the
Letters and Packets sent by them, the Greenwich Treasurer,
the Greenwich Secretary, and the Navy Pay
Office Prize Matter Officer respectively are the persons
and the only persons, mentioned.
Meantime in throughout the whole texture course of this Act
the Treasurer of the Hospital is seldom mentioned without
mention is seldom made of the Hospital Treasurer without
like measure of his deputy. What is not certain
is, that the Treasurer himself will ever be present there, under
the honour system the tendency of this as of every
other Office which on any account is worth having
being to sink collapse into a sinecure. Be this as it may What is next to
certain is that he will not be always there. Under
these circumstances for communicating the exemption to franking letters and packets
framed and dispatched by himself this deputy, any
deputy seems rather the more apt person than a
person under the name Secretary who knows nothing about the matter,
and who on each occasion to know whether to write his or not to
write his signature must take his account instruction from
the such deputy.
6. What renders 6. A circumstance that sh might or should
think banish all scruple from the care of the Deputy
as from that of the Secretary is that, at the end of the
Section comes of course a clause by which each such official
person is inhibited "from enclosing or sending under
"such cover any writing, paper or parcel", other
that what such as relate to those several official businesses
as above described.
