thousand. Suppose the on the part of this person judgment
or affirmance of its genuineness to be the result, by that
same person might payment without impropriety any seraph in under the head of precaution be
made. But in respect of economy perhaps the case may be that by means
of the devision of labour, by one person to determine upon order payment by his signature
aided by others to perform the operation of payment
more business might be done in within a given space
of time than by three persons each of them occupied in
determining upon payment and performing the operation
of payment at the same time. If so, This being
supposed to be the case, then so it is in the chater of economy that the separation
of the two false distinguishable functions may find its
sufficient warrant.

But in such case the any benefit on this
score will be more than outweighed, if of the such division
any additional particle of delay and vexation
to the applicant applicants is the result. Such were must be
the case if for the two operations either two distinct and distant
places or in the same place two distinct and distant times be the result.
As in the Bank of England in the same building
and even if there be no reason to the contrary even the
same room the as well as it the same attendance the
two functions magisterial and ministerial, the function
of judging pronouncing judgment and the function of carrying giving execution to that judgment into
execution, ought to be performed.

If at the time when the applicant in question is in
attendance the scrutinizer in question happens to be preoccupied
viz. by other earlier applicants as soon fast as his judgment
is formed upon each instrument and pronounced or affirmation
of it, let him by a pen, and ink or stamp must it
as affirmed, and of the minute made to that effect in an official book immediately (which may as well be done through
a slot in a wall
or floor) transmitt it
to the person to
whom it belongs to make
payment.
