Prize 1805 1809: 1805 §. 107
In the taking of any of those measures steps what are
necessary to be taken ere an a Prize Agent can be "compelled"
either to "pay over balances" or "to do exhibit and verify
"accounts" to Greenwich Treasurer no very sincere and efficient diligence can could not on any
very reasonable ground be expected at the hands of a
Greenwich Treasurer if he were himself that Agent.
But where it is any thing more than the sort of
phantasmagorical contribution denominated in courtly
language auspices, it is never can not be any
thing more than a sort of occasional and eventual controul
that can be afforded by any such "great character"
in relation to any part of the vast mass of business
thus in appearance thrown into his hands: With
or without the name of deputy, the business such as it is will in
the ordinary course of things, be to carried on or
neglected or obstructed by some an apparent undistinguished subordinate. This
subordinate will bring such rare and just possible
interposition and controul be himself in every practical
purpose here in question Treasurer: and by
how much the more obscure, being when compared with
that is official superior, so much the less in the burthensome
sense of the word responsibility responsible, the danger
of malpractice will would be in such a state of things be
still greater in the case of this real and acting Treasurer, than
in the case of the non-acting nominal one.
