Prize 1805 1809: 1805 §. 82

Sect. 82. This Section has for its object the appointing
the portions taking into consideration that part of the business
of Greenwich Hospital which consists in the paying
of encouragement money to in its several shapes to
the several persons, seamen and others to whom it is
due, has for its object the appointment fixation of the portions
of time that shall be allotted to that business:
days in the week, every day in the week except Sunday; Hours
in the day, from 9 A.M. to 4 P.M. and from nine in
the morning to four in the afternoon.

In so simple an operation In the description of so simple a duty, there was not one should
have thought much room either for surplusage or
uncertainty. But no where even in the very
plainest plainest of all possible fraud, come the
genius of this our legislator carry him,but without drawi these
accompaniments are found without being followed by
those its inseparable accompaniments.

1. For the carrying on of this business what is the
number of offices required to be kept open? viz. one
or more than one, and how many?

2. There is A duty An obligation is here undertaken
to be imposed: but to what individual or
individuals belong the shoulders on which it rests?

"Office" in the singular "an Office" as the thing which
is required to be kept "open". But the persons by
whom – viz. by each of whom, or by any one of whom
or by sets of whom together an office is to be kept open,
are numerous and indistinguishable: viz. "the said Treasurer"
(meaning the Treasurer of Greenwich Hospital) "or his Deputy
"or Deputies, and the
"Clerk of the Checque
"of the said Hospital
"or his Chief Clerk".
