If but one Office is intended, what can be either the
use, real or supp what can have been the supposed use
of speaking of bringing upon the carpet such a multitude
of persons, and that multitude indefinite, in
the character of so many persons in whom conjunctivity
or disjunctivity (and which) the obligation is
meant to rest?

The mischief is that in the audit of so many
seats the obligation not finding one any to rest upon, the
obligation falls to the ground.

Suppose The allotment of time prescribed by the Act
for the business, suppose it in any way curtailed in
: holiday weeks made, holiday days in a week, or
holiday times. On whom rests the punishment? against
which of all these personages would an indictment
be? answer in no one. But not to speak of punishment, (a sort
of burthen which in these days knows not what it is
nor to fall upon any official shoulders) – not to speak
of punishment, who is there on whose reputation, blame
even though it wee simple blame, could on this occasion find a
resting place?

Let every one say Practice under the Act out of the question, say any one Who can, looking only at the
words of the Act, what in respect of the number of
number of Offices – what in respect of the person or persons under
whose management the such office or offices was or were
designed to be considered, was the intention of the legislator
while penning this Section of the Act?

Had the disjunction or conjunction or been from
first to last the only conjunction employed in bringing
together upon the carpet all these official personages, and
if at the same time the plural word Deputies had been omitted,
in that use there would
have been no ambiguity,
no uncertainty in point of meaning
nothing worse than uncertainty
in point of
efficiency – as above.
