Of From this corresponding and interconvertibility a
practical reference result in the hands of who so whoever is able and
willing be to turn it the observation to advantage is the prevention of
excess and waste in the application of both these portions:
But a A position which by this means is placed
in the clearest and strongest point of view, is that
by whatsoever is done in in any shape in and by the exercise of the powers
of government is so much certain evil is done
that good may come.
Though the matter of reward and the matter
of satisfaction (viz. for eff injuries sustained) are
in themselves so much of the matter of good, yet
it is only by coercion, and in pro a quantity proportioned
to the extent to which that coercion is applied
that the matter of good thus applied can be extracted.
That when, in the of and compensation for injuries injury sustained
the matter good, is in the character of matter
of satisfaction extracted fro the author of the
saying, it operates, and by the whole amount of it, in
the character of punishment the person from whom it is extracted: and so whatsoever
may be the quantity of punishment inflicted in this
shape, so by in that same proportion so much is the demand for punishment
satisfied, and whatsoever may be the amount
of it in this shape, by so much less is the demand
of any that remains for it in any other.
☞ Add certainly the more satisfaction is
in the shape of punishment i.e. condition so much the less
is needed in then any lucrative shape.
