4.3. Of the mass of evil capable of being produced
by an act of delinquency or at any rate by a
multitude of acts of delinquency of the same nature
that portion which belongs to comes in at the third and last stage of
its progress is of a sort which under any tolerably
well established government is seldom rarely to any
considerable extent exemplified. It is that which
