Logic

II. In the case of public punishment – i.e. of evil purposely
infli produced by the powers of government, to the end that
it may operate in the character way of punishment, in
the first place comes a portion of the matter of evil.
But as among the last effects of an act of delinquency
was the operating upon the active powers faculty of the persons
in question in such sort as to restrain and prevent
them from doing that good to themselves and others
which otherwise they would have done, so
of a lot of evil produced for the purpose of punishment,
the earliest effect is of the nature of good,
and consists consisting in this viz. that they who otherwise
would in the way shape in question done evil to others
are by the fear experience or apprehension fear of the like evil
to themselves restrained and so thus prevented from
doing it.

III. In the case of public reward i.e. in a portion of the matter of good administered
at the expence of government that and thence at that of and that of the community
to the end that its the character of matter
of reward it may have the effect of giving birth to
public service superior in value, for which in some shape or other is regarded as more than equal to the expence of the in the shape of the matter of reward in the first
place comes the evil necessarily attendant in the coercive
or other measures employed for necessary to the extraction of this
portions matter. But in the next place, comes
the good i.e. the pleasure which whether the application made of matter be well and
well or ill imagined contrived, is necessarily attendant produced on the
receipt of this portions matter; in which and in the good or in the
good of which is of the first order, and applies itself to the purpose
and to no other than
the passive faculties
of the persons to which
it applies itself. ☞ These shall be Good of the 2d order general & of the 3d order not in service.
