The exact proportion Proportioned to the efficiency of of this principle would
be the error of committed by him who in calculating on the occasion of any calculation made of the result
of the moral forces by on the sum or balance of which
an effect the production or prevention of which had become
the object of human policy endeavour, should omitt leave out
of the his calculation account the operation of this cause.

Origin of the set of ideas in question – origin of the
doctrine theory of the five sanctions.

In speaking of law viz. the intricate laws of
any political state (intricate I say in contradistinction to international) Blackstone by whom not very it is termed municipal) divides into parts, from after Puffendorf and others not very appropriate one of which he
terms the sanction or sanctimotive part. The sanction
or sanctions of law is accordingly an expression of not
unfrequent occurrences. So likewise the sanction or
sanctions of religion: and accordingly this or that practice
is spoken of as having received or being inferred by to or having
received the sanction of law or the sanctin of religion.
But To that which as above, is here termed the popular or moral
sanction I have no recollection general or particular
of ever having seen it employed. To the sanction here
termed political and employed put in contradistinction to the legal sanction
viz. in so far as the whole of any thing is distinguishable stands distinguished
from a part of it, the same observation may also be
extended.
