18. So far as a word employed in two three different senses
which require to be distinguished: but, in both of them it imparts each of them, it imparts
that the In one of will, ofwhat it is to which it gives expression

19. 1. In one sense it denotes designates an entire comment, the
whole matter of a comment. Example
call this the integral sense: and the sort of law a compleat law.

20. 2. In another the other sense it contains no more than a part
of a comment: and the matter of the comment may be to an
indefinite extent bulking voluminous containing laws of the first the two
in any number: in this sense it has for its synonym the word
enactment:
