§. Axioms of mental pathology – a necessary ground
for all legislative arrangements

Art. By an axiom of mental pathology
considered as a ground for a legislative arrangement understand
a proposition expressive of the consequences in respect
of pleasure or pain or pleasure or both resulting from
found by experiment to result from certain species sorts of
occurrences and in particular from such in which human
agency bears a part: in other words expressions of the connection
between such occurrences as are continually happening taking
place
or liable to happen take place and the pleasures and pains and
pleasures which are respectively are the results of them.

The next Produced thus Of these observations – two. 1. With regard to
pleasures, the learning has to give encrease to them have them undisturbed
and protected against disturbances: (for, as to
the giving encrease to them by the power of the legislature
to any considerable amoun thing beyond or very inconsiderable
amount, it is neither needful nor possible).
2. With regard to pains, the learning how on such occasion to lessen
minimize the amount of them in respect of magnitude and number,
number of the individuals suffering under them,
magnitude of the suffering in the case of each individual.
