I. Axioms applying applicable to security.

1. Axioms proper to serve as grounds forming the grounds of such legislative
arrangements – such operations of the legislational curator
such legislative arrangements as have for their object and
their justification the business duty of affording security for
person against such maleficent acts to which it stands
exposed.

For justification what is necessary to shew is that
by the legislative arrangements necessary to afford such security
against maleficent acts affecting persons pain will not be
produced in such quantity as will cause it to intercept
the pleasure that would have been produced by the maleficent
acts so prevented.

For this purpose, in order to compleat the demonstration
and render it proof objective proof against all objection in certain cases it will be necessary
to take into account not only the pain evil of the first
order but also the evil of the second order likewise.

the evil effects of the first order alone on both sides.
