the same men could not just as easily say, and be at least
as ready to say, in their waking hours?
Two measures being predetermined upon viz. the
suppression of Panopticon and (to diminish the apparent
urgency of the demand for it) inter alia the preservation
of the Hulks – while unfortunately on board the
Hulks the prevalence of these practices was matter of notoriety
– of these two measures in appearance so difficult to reconcile
how was the reconciliation to be accomplished?
In the first place, by insinuations conveyed with the
utmost delicacy, an impression was to be produced that
in a Panopticon, and without the 600 houses – on which
so large a portion of the grand mass of patronage was to be
founded, the prevention of such practice, is impossible.
