1. Advantages obtainable by the making experiment of
Mr Bentham's Panopticon Plan accompanied or not with
the suspension of the new intended Non Panopticon
plan.

2. Saving in the article of capital expence antecedently to the
commencement of the service.
Upon the new proposed number of 600 probably not less than
£300,000 certainly not so little as £200,000(a)

(a) Upon the Non Panopticon plan, of Building and "filling" more expence as per
Estimate confessedly loose. £259,195.

Remain expences of filling up and furnishing this house, of
which 600 separate houses form a part-item that of stocking
whatsoever manufactories may ever be proposed to be carried on in it.

As to these expences Parliament remains to this hour in the
dark. And thus it is that all comparison and by that
means all exposure has been set at defiance. At random and
for the present setting down to the whole at £300,000, I set
down those three items, together with the unliquidated
addition announced as requiring to be made to the Building
Estimate, and the difference between expence as per Estimate
and expence as per experience at no more than £40,375,
and under the utter impossibility of liquidation in which I
