IV. On the Panopticon plan supporting the experiment satisfactory,
the advantage of being able to make provision for the
whole convict population with graduality of progression
may have been indicated by experience, upon this ame
ground; which for vicinity to the seat of supreme inspection
is altogether matchless.
On the Non Panopticon plan any considerable addition
seems not to be looked upon as capable of finding sufficient
room: and by the expence and proposed rate of progress
is in intention plainly enough otherwise to an infinite
distance.
NB Suppose the experiment of the Panopticon plan
unsatisfactory, still the expence bestowed upon it would
not be lost. For being the whole of it exposed to inspection
at one view there is surely not any part of the covered
space that would be in any respect to the worse. If it were
there is no difficulty in putting an end to the inspectability
whatever may have been the ingenuity necessary
to the securing the existence of it.

I do not misconceive the matter the memento might stand
