for the purpose of the intended Penitentiary
House, by buying out the outstanding Leases.

Extract from 39 G. 3. c. 114 Ao 1799 being The General Appropriation set
being the last Act of the Session ending in July – p. 885

": And any sum or sums of money, not exceeding
"thirty six thousand Pounds, to be paid to Jeremy
"Bentham Esquire, for the purchase of ground for erecting
"a Penitentiary House for the custody and employment
"of Convicts, and towards he expence of erecting such Penitentiary
"House, and that the said Sum be issued and
"paid without any fee or deduction whatsoever,"
