2d That the very form of construction of the Building must tend to
facilitate the progress of the Pupils, for from the centre the whole
every part of it may be easily seen, so that the Superintendents of
the Institution will always have the means be enabled to
observe the talents & occupation of each Pupil, and indeed
generally of all those whom employed & thus to see that all
the rules are carefully ca attended to followed carried out, an object which has never been attained by any other means.

3rd: All the Employes, all the members of the Institution will
necessarily endeavour to make it as perfect as possible, not only
from honorable motives, but from being constantly under the eyes
of their Superiors, & sometimes being even seen by the Emperor
and also on account of the share they will have in the
emoluments as the will be mentione stated hereafter, they
will be encouraged in zeal & assiduity.

The choice of the Arts & Manufactures to be given for
which the Pupils of the Institute are to be employed
one of which will require more talent & knowledge follows
as well as being more lucrative on account of their
will depend entirely on the Directors & other persons
interested in the administration of the Institution.

But as it must require some years to obtain any effective
utility from the Pupils of the Institution, & as General
