every reason to believe that the Sum of a hundred thousand roubles

will be sufficient if Your Majesty deigns to grant leave to purchase
this land, be sufficient for that purpose, as well as for B. Gl
Bentham's salary.
As it is impossible in so novel an undertaking to foresee all
the necessary expences for erecting machinery, for artificial saver, as sometimes
may be employed, sometimes been the Saver to me in other cases windmills or
steam engines will be required. It is likewise impossible beforehand to fix the
amount of wages of the masters & other persons who will be employed (in the
administration of the Establishment) (according to their respective capacities) tho' their
number will be smaller than in other comparasin than in other
Establishments, on account as above stated, of the facility of the general
superintendence of the Establishment, and that of also on account of their keeping
derived from the cash sums which will come into the
Establ Institution, as well as from the Typography the
manufacture of instruments & of Sail making, proposed to be
removed from the Admiralty. Under For these reasons
Brig Genl Bentham is assured assures aspects that tho' the yearly
expences cannot be fixed exactly stated, they will not ought not
to exceed those of other Schools in comparison with according to the
proportion of pupils, as for example the yearly expences
of the School for Military Orphans which is as it is here.
Finally in regard to the cost of the purchase of Instruments
& materials required for the different works, this Institution has
greater claims than any one to borrow the Sum allotted by your Majesty
for the purposes of giving activity to Industry, in as much as the half
