Pauper Management a Preface

Supremacy of

not a fable.

Preface

But for one man, for the last 20 or years all
the paupers in England would have been under the
management of the Author of these pages. That
one man was George the third. How As to How this
arrangement came to be intended; – how it came to be
frustrated – are two points those in in relation to which some
share of public curiosity may not altogether unreasonably,
(it is believed,) be looked for.

1. First then, as how it came to be intended.

The institution of a Penitentiary prison upon
the Panopticon plan – the plan of universal and existent
subjection on the part of all the prisons to the
inspecting eye of Public Opinion was still in pendency. Of the two Secretaries Mr George Rose
was
Pitt the second, Prime Minister. Of the two Secretaries
of the Treasury, Mr George Rose was one, Mr Charles
Long now Lord Farnborough the other. In the
Honourable House, on the part of the that which on the part of the Leader
is necessary is Oratory: what is not necessary is – everything
else. As for plans, good or bad – wide or narrow
some are always at all times necessary. To keep things going on
in the customary track fresh ones are every year necessary,
otherwise, many the universal would fail, and
the whole machinery would fall to pieces. Plans, good or bad

Pitt the second had some: to come Scarcely beyond the
age at which for the first time a man is interested
with the management of his own individual affairs his own conduct
he comes into office too young to have any: Whatever
the plans were, George Rose was generally understood regarded
as the author of them, accordingly it was by him, in
his pamphlets, that the account was given of them.
