Preface

In such a state of things, the instruments of the ruling God
upon earth
one are faintly responsible; the God himself compleatly
irresponsible. The ministers instruments though in practice altogether
irresponsible to the political or say legal sanction, to the popular or say moral
sanction are in some degree responsible. Not so much
as to the popular or moral sanction is the God responsible:
for to be responsible a man must be in a situation
in which his deeds are what he does is seen. But in the way
of government nothing that the Monarch does is ever seen
by them whose lot is disposed of by it: nothing is seen by
any men but those who are the instruments of will and
by any the strongest and in effect most sufficient lies engaged to keep it unrevealed.

For half a century together the most worthless of
the people have been among
themselves with misgoverning and mistreating the rest.
Chance sets its Fruit of this monotony. Fortune
sets herself to work, awakes from her lethargy, takes
a broom in hand, sweeps away clears the
of the worst most mischievous of the vermin with which she had filled it
and leaves some of the least bad where she found them
to give more or less variety to the scene.

What was it that had placed them there? fitness
for the business of th government? no surer cause of exclusion
could be imagined imaginable to herself. What then? what Fitness
for what ? for rendering themselves agreable to his honour
as well as obsequious to his will.

What was it that cleared the place of them? Inaptitude
for government? Not that No such thing indeed. For had that been capable
of operating as a cause of exclusion, not a week together would they
have continued in it
supposing then for by
means some if sufficient were
to have been placed in it.
