Pauper Management Preface

So far as regards personal interest I &
on personal private account I may truly say with the Roman historian of
old "Sine irâ et studio, quorum causas procul habeo".

Not so on public account. When between
7 & 8 years old my father had in the house
for the purpose of my instruction for about
6 months a French language master. The
first book he put into my hands was
"Les Comtes des Fées" – the second was "Félémaque". From this latter source, not to
speak of the first I imbibed a love of
justice, a correspondent abhorrence of injustice;
an abhorrence rising in intensity
with the magnitude of the scale; of the
extent o its influence whether private or
public, national or international.
