I asked for something 'easy' and this is what I got! I gave it a go.

I don't know where the first two paragraphs of marginal notes belong, so I have included them after the first paragraph.

There was also a marginal note that did not have a corresponding symbol in the text. I assumed that Bentham says "from Majesty" to indicate that he means for the note to be inserted after the word 'Majesty' in the text.

After the crease in the paper, Bentham uses a line with some text partially circled to indicate an addition. I was not completely sure how much of the text he meant to include in the addition.
